Dallas Rep. Colin Allred returns from Ukraine more sure that Putin intends to invade

WASHINGTON — A visit to Ukraine left Dallas congressman Colin Allred with a minor bout of COVID-19, and a sobering impression that time is short to deter a Russian invasion.

“It’s a distinct possibility,” he said Monday, noting that Russia has deployed military units from Siberia — fighters who are used to cold weather combat — to the border with its smaller neighbor.

“The diplomatic off-ramps for them are lessening, and so it’s very concerning. Regardless of what they do, I think Russia is going to emerge from this weaker,” he said, “but they may cause a lot of death and destruction along the way and that will be solely on Vladimir Putin.”

Allred, a two-term Democrat, was part of a bipartisan group from the House Foreign Affairs Committee that spent three days in Kyiv last week, gathering impressions and projecting unified support for the former Soviet republic under siege by its larger neighbor.

They spent an hour on Friday with President Volodymyr Zelensky, and also met with Defense Minister Oleksii Reznikov, Minister of Foreign Affairs Dmytro Kuleba and members of the Ukrainian parliament, after a stop in Brussels for meetings with NATO and European Union officials.

The U.S. embassy and Pentagon warned that it would be too dangerous to visit Ukraine’s defenses, so they never got out of the capital.

Moscow has sent more than 100,000 troops to the border, and an invasion could come from nearly any side. On Monday, the United Nations Security Council debated the buildup, with Russia accusing the West of “whipping up tensions” and Ukraine’s allies denouncing the unprovoked aggression.

“I think Putin has miscalculated. He’s placed himself in a position where he will be strategically weaker after this,” Allred said.

Still, his impression is that invasion could be imminent — and that Ukraine’s leaders are reluctant to acknowledge that in public.

The day Zelensky met with the House delegation, including a second Texan, freshman Rep. August Pfluger, R-San Angelo, he chided the Biden administration for creating “panic” by so openly discussing Moscow’s troop movements.

Allred called the complaint “unnecessary,” though he sympathized that Ukraine is “trying to thread a needle.”

Its leaders fear that people will pull money out of the banks, and that invasion talk scares off investment and threatens to crater the economy. They also, in Allred’s view, want to tamp down internal pressure for a more aggressive military posture — which might give Russia a pretext to invade.

“But there are some preparations that they need to make,” Allred said. “We can’t pull any punches in terms of talking about how serious it is. … Let’s be honest, and I said this to our Ukrainian partners: A certain amount of alarm is necessary here. People should be alarmed by the size of the buildup.”

He expects Congress to provide more aid soon to shore up Ukraine’s economy. Putin would love to reinstall a Russian puppet in Kyiv, Allred said, and “we don’t want to allow the threat of invasion to accomplish what an invasion would, without them actually having to do it.”

Allred coughed occasionally during the phone call. He’s fully vaccinated and said the bout with COVID-19 so far felt no worse than a cold. A photo shows him and Zelensky both masked as they shook hands, and Allred isn’t sure where he picked it up.

“The United States Congress is 100% united behind Ukraine,” House Foreign Affairs Chairman Gregory Meeks, D-N.Y., told reporters in Kyiv at a news conference with others on his committee. “If there is one thing that President Putin has done, it’s that he has united the [European Union], he’s united the NATO members, he’s united the Ukrainian people, and he’s united the United States Congress.”

He noted that the United States has already given $650 million worth of materiel to Ukraine this year, and Congress stands ready to provide more.

The White House and NATO allies have threatened crippling economic sanctions if Russia were to invade.

Sen. Ted Cruz and other Republicans accuse President Joe Biden of emboldening Putin by refusing to quash Nord Stream 2, the pipeline Russia has been building to deliver gas to Western Europe without having to go through Ukraine, which collects billions in transit fees.

Congress authorized sanctions while Donald Trump was president, but Trump waited until his final day to use them. By then, most of the project was already done.

“That was a mistake. Any discussion on Nord Stream 2 that just ignores that is really trying to rewrite history,” said Allred, adding, “We had a president for four years who did everything he could to… cozy up to Russia.”

Russia’s role as a supplier of heating fuel complicates the situation.

Germany and other countries would face hardship if supplies were cut in the middle of winter, and they “would be behaving a little bit more aggressively, a little bit more assertively, if they didn’t have that consideration,” Allred said.

But Putin’s blatant aggression has invited reprisals, and Germany has “been very clear that if Russia does invade Ukraine, Nord Stream is not going to happen,” Allred added.

One impression he came away with was that Ukrainians have no interest in living under Moscow’s control again. Resistance would be fierce and occupation impossible.

“I met a young woman who told me she was going to get her white wine and her Kalashnikov and she’s going to defend her country, and I believe her,” he said. “This is not a population that will take this lying down.”
